Handlebar Adjustment

I've always just run my bars where they felt somewhat comfortable. I always noticed the degree markings on the bars and now I'm wondering... if you want to have your bars at, say, "0" (zero), would the zero be 90 degrees from the ground, or should it be in line with your fork? For example, if you have a big with a 65 degree head angle, should the "actual" angle of zero be 65 degrees? Or should it be 90? Just curious. I'm on the injured list so I thought I'd mess around with how they're setup. I know for sure that rolling the bars extremely far forward is not what I'm looking for. Back? Maybe. Any thoughts?

ive always rode with my bars in line with my fork , well close to it, when i started riding trials i dialed them forward a little more on all my bikes.

So what i'm saying is, its pretty much all preference
