Small number is smallest cog, large number is the largest cog. Just check what the max cog is for your RD.

Go 11-28 if you have lots of climbing in your area.

Biggest large number you can get but still meets your RD specs. Not all can take 28t
What component group are you running?
The 28T will be the largest cog you will be able to run with a typical short cage road deraileur.
Shimano: Tiagra, 105, Ultegra, Dura Ace will all take a 28T 10 speed cassette.
SRAM: Apex, Rival, Force, and Red will also take a 28T cassette. SRAM also has the WiFli option that if you go with a long cage rear derailleur...you can go up to a 32T...but that would require you to get a long cage rear derailleur.
A 50/34 compact crank with a 11-28 cassette will give you the lowest climbing gear with a standard short cage rear derailleur.

current version all go to 28 but previous version was 27 earlier versions go even lower.
All SRAM will take a 28T. Their RD hasn't changed much since it came out in 2007.
The older 5600, 6600, 7800 Shimano maxes out at a 27T...becuase they didn't make a 28T at the time. I've heard that it will work and I've also heard that it won't work. The B tension screw will have to be adjutsted to its limit.
Depending on the OP's original cassette size...he may need a longer chain too.

I'm running a 12-28 on my road bike combined with a 52-39 set up on the front. This gives me all the gear that I want climbing up to Oak Glen, hwy 38 to Onyx or up Hwy 18 to Crestline cut off
