What component group are you running?
The 28T will be the largest cog you will be able to run with a typical short cage road deraileur.
Shimano: Tiagra, 105, Ultegra, Dura Ace will all take a 28T 10 speed cassette.
SRAM: Apex, Rival, Force, and Red will also take a 28T cassette. SRAM also has the WiFli option that if you go with a long cage rear derailleur...you can go up to a 32T...but that would require you to get a long cage rear derailleur.
A 50/34 compact crank with a 11-28 cassette will give you the lowest climbing gear with a standard short cage rear derailleur.
