La Jolla Valley - Mugu Peak open to MTB???

I was hiking tonight @ Mugu Peak and saw a couple of mountain bikers heading down the Mugu Peak Trail, and another two that were coming up from La Jolla Valley Loop Trail. The latter made it around the Mugu Peak trail just as I was heading down Chumash.

From what I understand La Jolla Valley and Mugu Peak trails are both off limits to MTB. Does anyone know if this has change in the recent months?

It's cool if these trails are now open to MTB. Bad, if these people are riding there illegally.

La Jolla Valley is off limits to MTB. Big ticket if your caught. this is according to the park rangers. Climbed Backbone last night and it was a ton of fun in the dark.

Yeah, that is what I thought. I was surprised to see them out there.
