I suggest you check Craigslist. Check the Barter section - web designers are always looking to trade their services for stuff. Post your own ad - I'd be willing to bet that more than a few web designers ride bikes.

Check out Go Daddy and design your own site...very easy, fast and that way you can change the site anytime you want.
