On CompetitiveCyclist.Com you have an option to order the 951 with 135 rear spacing.. :?:

would that be a bad configuration having a 83mm BB with 135 rear?

Did you get an answer yet? It can be ordered with 135 or 150 spacing. I would do 150.

Weird. I don't know what's up with that. The 823s are still on the Mavic site:

I can't imagine they would discontinue that rim without having a replacement model available.
