So you .... you... wait, WHAT? This post is so convoluted, I can't really understand what you are saying. I am not really a grammar nazi, but when it makes the post difficult to understand, I think you may be onto something.

what type of bars are you flipping ? bmx bars? I was thinking of using a normal bmx type bike, with a 100mm mtb stem upside down to stretch it out and some mountain bars. Sounds like a fun inexpensive project , weld on some rear sets and head up the montain

You can seriously die doing this on public roads.

Seriously consider the repercussions and try to keep yourself off the Darwin awards eligibility list.

If you can't read or understand the words with more than 4 sylables: Go for it doood!! Have Fun!! Do it before you has kids :p :D :p :D

You can hit some seriouse speeds on GPV bikes! I use to do this back in the late 80's, good times. Any old cheap BMX bike will work, nothing fancy needed for this. I think I had some old Schwinn Predator frame with mag wheels and a big ol bannan seat. I could never get past the low 50 mph mark, always chickened out and started to break. But my neighbor got into the 70's, flying!!! The old beater car we had was stuggling to keep up and clock him...LOL He also blew a tire once, not at 70 mph. But it was fast enough to really mess him up. We use to go to the top of Palm Springs Aerial Tram road and race down to HWY 111. Shuttle back and forth. Ahhhh, to be a teen again!
