Cogwell Reservoir (Closed?)

I and some friends rode the West Fork river trail in Azusa Canyon a few weeks back. When you can to the top of the climb where the houses are there is a new gate with the standard Los Angeles County Flood Control "No Trespassing" sign and the gate is closed, but unlocked. We didn't go through because of the sign and a camera pointing right at us.

Does anyone know if this is permanent or where to get more information on this?
