I just saw some logs chopped up and stacked in Verdugo system this weekend. Is this legal? Just thought it was strange as I've never seen this in OC or LA county trails until just now.

You're saying you saw some firewood stacked by the side of the trail and are wondering if that is legal? Well yes but you need a permit form the local land managers. Or someone with permission bucked the logs up for the public to take or they plan on coming back for it.

When larger diameter branches are cut they will stack the big pieces, the small ones they throw over the side. If you saw oak limbs cut to length on the trail it is just maintenance. If you did not see any trimming then it is fire wood harvesting.
