I've had the lowers of a Manitou Minute powder coated a few years ago to match the frame. You need to disassemble yourself and take them the lowers, but make sure they prep amd mask it correctly. I took it to Americoat in Orange.

Why? Its one of the more durable ways to do this.

Ace, Lowes, Home Depot, and even Pep Boys has a wide pallet of spay can colors. I find paint made for wheels to be pretty durable.

Thanks Kirk, I just stopped by his shop. $60 is a killer deal for someone of his caliber. Dropping it off tomorrow

Price is usually more and the high heat may (from what i've read) soften the metal. Rather not risk it.

If your lowers are magnesium, they were painted in a vacuum or inert gas chamber. If you strip them to bare metal, they'll immediately begin oxidizing, which becomes apparent after a year or so when your paint orange-peels and flakes off. Best to leave the factory paint on, and just paint over that.
