    JOB SUMMARY
    [Positions assigned to this class are intermediate level positions responsible for performing most phases of the District’s analysis and programming functions. Positions assigned to this class work under the general guidance of a higher level programmer.

    This position is responsible for support and enhancement of LIMS and Water Quality Software applications: preparing detailed flowcharts, specifications, record layouts, program instructions, test data and verification of program and/or systems logic; preparing documentation and procedures used throughout system; carrying out review and analysis of manual and computer systems specifications, and recommending solutions for improved efficiency; responsible for developing complex.Net, Oracle, and Crystal reports programs.

    JOB DUTIES
    1. Assists with studies and analysis of current or proposed, moderately complex systems, for purposes of determining feasibility and practicality of the systems.

    2. Develops problem definition and recommends solutions.

    3. Prepares documentation, including logic diagrams, report and record layouts, detailed program specifications, program instructions, and procedures.

    4. Performs other related work as required.

    MINIMUM QUALIFICATIONS

    A two year college degree with data processing major, and one year related experience

    Or

    Three years related experience at the level of the Programmer Analyst I.

    ASSISTANT ELECTRONIC TECHNICIAN

    The Water System Operations Group, Water Treatment Section has one (1) opening for an Assistant Electronic Technician at the Skinner Water Treatment Plant, located in Winchester, CA.
    This position is responsible for assisting with the preventative and corrective maintenance and installation of electronic instrumentation and systems located at the Skinner Plant and its associated conveyance and distribution systems. The equipment may include water quality instruments, SCADA system components, process control instrumentation, fiber optic communication systems, public address systems, PLC’s, VFD’s and other types of electronic/electrical equipment. This position is responsible for performing maintenance based on an extensive preventative maintenance program to ensure that all equipment functions to manufacturer specifications as well as meeting all water quality regulations. This position will also be responsible for inputting data and using computer programs for timekeeping.
    The duties of this position include, but are not limited to: assist in the installation and routine maintenance of electronic control systems and instrumentation, including computerized peripheral equipment; applies techniques and knowledge of electronic principals in order to calibrate, diagnose, and correct problems of the electronic units on control systems; and assist in field measurements and observation of new or existing control systems for verifications of operation or for providing data for modification.

    JOB FUNCTIONS:
    • Assist in the installation and calibration of electronic equipment involving instrumentation, control systems, or communications.
    • Assist with routine maintenance procedures involving the use of electronic test equipment.
    • Assist with maintaining documentation for maintenance and inventory.
    • Perform other related work as directed.

    The MWD's Water System Operations Group currently has one (1) opening for an OPERATIONS AND MAINTENANCE TECHNICIAN I (Coater) in the Conveyance and Distribution Section, Western Region Unit (WRU), at the Soto Street facility in Los Angeles.

    The WRU Coatings Team is responsible for the application of specialized coatings on pipes, valves and related equipment throughout the Western Region Unit’s service area. This position is part of an eight (8) man team and will be required to possess entry level coating skills necessary to safely perform and work with a journey level coater.

    The Operations and Maintenance Technician I (Coater) will assist with performing spray, wipe, brush, roll, trowel or dip application of specialized coating materials to valves, pipes and related equipment throughout the WRU, Conveyance and Distribution service area for the purpose of corrosion control.

    JOB SUMMARY
    The Operations and Maintenance Technician I (Coater) learns coating skills, experience and knowledge in the practices, procedures and methods of surface preparation and the use of varied materials and tools, ensures effective application of protective coatings on a wide range of Metropolitan assets, equipment, facilities and related components.
    He/she assists with performing practices and procedures of substrate preparation and coating applications to protect a wide variety of water utility systems, assets, equipment and appurtenances including valves, pipelines, feeders, gates, substructures and related water delivery assets prone to corrosion and wear.

    The O&M Tech I (Coater) assists in the utilization of coating skills to effectively protect and improve a variety of structures and assets composed of varied metals, concrete, wood or polymers as well as contemporary composites of other similar materials. Assists in the operational core of water and power reliability by assisting in effectively meeting or exceeding customer expectations through advanced coating practices applied to maintain, stabilize or improve the quality of equipment within treatment plants, conveyance and distribution facilities, shops and other occupied and unoccupied structures.

    Supervision Received:
    Work is performed with clear and detailed instructions. Close supervision is given to ensure proper adherence to standards, procedures, rules, and practices; deviations are referred to a supervisor or lead person. Checking for quality workmanship is accomplished on a routine basis. As the employee progresses in skill, knowledge, and experience, routine supervision may be appropriate. Direction is provided on the tasks to be undertaken with some latitude to rearrange work sequences. Guidance on the approach to standard circumstances, tasks and activities is provided in standards, specifications, rules, or common craft practice. A lead person or supervisor provides guidance on the approach to tasks or activities encountered in non-standard or uncommon circumstances.

    JOB DUTIES
    Assists with coating tasks to effectively protect and improve a variety of structures and assets composed of varied metals, concrete, wood or polymers as well as contemporary composites or other similar materials. Coater I’s support the operational core of water and power reliability by effectively meeting or exceeding customer expectations through basic coating practices applied to maintain, stabilize or improve the quality of equipment within treatment plants, conveyance and distribution facilities, shops and other occupied and unoccupied structures.

    1. Assists with general surface preparation and coating PMs, CMs and improvements to protect varied water utility assets, equipment, parts, structures and related systems from the degradation of corrosion and wear, and to enhance operational reliability and capacity.

    2. Assists with general substrate preparation and treatment for effective coating adhesion on a variety of materials in both shop and field environments by safely utilizing traditional hand as well as power tools and equipment such as scrapers, grinders, sanders, brushes, degreasers, cleaners, and sandblasting equipment.

    3. Assists with calibrating, testing and maintenance of supplied air breathing apparatus, as well as air monitoring equipment.

    4. Assists with the operation of coating application equipment such as high volume low pressure (HVLP), airless, electrostatic, powder coating and various types of injection pumps.

    5. Assists with identifying and utilizing appropriate media for safe and effective use in substrate preparation.

    6. Assists with safely mixing and preparing coating material including traditional and advanced materials such as paints and related thinners/vehicles of various types and viscosities, as well as epoxies, sealants, plastics, polymers and composite materials.

    7. Assists with completing accurate and timely regulatory records as required by the AQMD.

    8. Under close supervision, performs and/or assists with operating necessary equipment such as varied abrasive blasting and hand preparation tools, sprayers, associated compressors, scaffolds, ladders, lifts, three ton stationary cranes (non-mobile) and rigging or similar equipment to effectively complete preparation and coating work.

    9. Assists with, improvement, PM and CM activities on a variety of preparation and coating equipment such as sandblasters, sprayers, air monitoring equipment and similar equipment to ensure effective operation.

    10. Assists with general mechanical work related to the shutdown, inspection, and repairs to aqueducts, pipelines/treatment plants, or other operating facilities.


    • MINIMUM QUALIFICATIONS
      Education/Experience:
      High school diploma or GED in addition to minimal experience with hand tools and power tools associated with industrial coating applications.

    Required Knowledge:
    Employees in this title are entry-level and learn skills through classroom and on-the-job training or they are obtaining the necessary experience working with higher-level Coaters to competently demonstrate: Theories, practices, tools and materials of surface preparation and coating techniques and their application to water utility assets, equipment and parts, facilities, building construction, field and shop maintenance and repair work; the use of coating application equipment such as high volume low pressure (HVLP), airless, electrostatic, powder coating and various types of injection pumps in order to effectively apply industrial coating, and; the calibration, testing and maintenance on supplied air breathing apparatus and air monitoring equipment including gas monitoring and HEPA filtration systems; Federal, State and local codes and other regulations for all phases of coating preparation and application to ensure safe and effective handling of toxic substances to ensure environmental compliance; the application of a variety of coating media utilized in water utility and general industrial settings that provide effective equipment/asset integrity and protection; the set-up, assembly and removal of various scaffolds, lifts, buckets, cranes and rigging or similar work platforms necessary to complete work of the varied surfaces used in the water industry ranging from concrete, steel and other metal alloys, to wood and composite material; safety practices and regulations for operating mechanical and electrical equipment.

    Required Skills and Abilities to:
    Assist in using and maintaining all equipment traditionally used in the abrasive blasting and coating/finishing trades in both a shop and field environment, and understand, read and interpret complex manuals and drawings including tool and media manufacturers’ specifications related to coating work necessary to repair, rehabilitate and protect equipment, parts and structures or component systems from corrosion and/or wear.



    • CERTIFICATES, LICENSES and REGISTRATIONS REQUIREMENTS
      Employees in this position may be required to obtain and maintain the following certifications, licensing and registrations:
      May be required to obtain a valid Driver’s license from state of residency equivalent to a California Class A or B with appropriate commercial license endorsements. (May be required to obtain a Class B license within two years from date of hire.)
      Crane Certification (Will be required to obtain within one year from date of hire.)
      Manlift certification (Will be required to obtain within one year from date of hire.)
      Forklift certification (Will be required to obtain within one year from date of hire.)

    • PHYSICAL DEMANDS/WORK ENVIRONMENT
      Expectations of Hours of Service:
      Employees in this position may be required to work off-shift hours to address operational needs and emergencies as required.

    Counselors with Experience in Programs for Men
    To join our team in providing educational programs to:*
    * Residents in Men’s Prisons
    * Men who are Fathering
    Qualifications:
     Master or Doctorate in Counseling or related field
    (including MFT, MSW, EDD)
     5+ years of college/adult education level teaching
     Grief/loss/Bereavement education/experience
     Specialized training/experience in one or more of the following:
     Faith organization fatherhood ministry development
     Fatherhood/Parent Education
     Men’s Prison Programs/Services (Adult and Juvenile men)
     Bi-lingual (English/Spanish) highly desired
    *(Team Members are Independent Contractors with The Stephan Center and must meet all California state Independent Contractors criteria. Individuals will need to abide by State of California regulations governing programming within the prison system. Individuals may also be subject to background check by the State of California.)
