I was able to use an impact wrench and it did losen enough to get the hitch pin out. It turns out the bolts inside were spinning as their plastic frame cracked. I guess the vibration and spinning of the impact wrench worked it loose. I was surprised of the plastic design of the frame for metal bolts of this Swagman XC2 platform rack.

I had the same thing happen last night on my wife's brand new Explorer. I tried everything in this thread to no avail. Ended up cutting the Saris rack at the reciever with an reciprocating saw. I then took it to a muffler shop so they could weld the nut back on, and use a impact wrench to quickly remove the bolt/pin (an impact wrench didn't help otherwise). What a fiasco!
