1700 might not seem like many miles, but it's my understanding that the chain and the gears wear together and that if you replace one but not the other then the won't be the same size or shape. That leads to the misconception of "chain stretch." So, I was under the impression that you should change the whole drivetrain together.

Why'd you put a new chain on anyway?

I have always changed my chain at least once a year, sometimes more but never less. I've never experienced this, so I'm kind of guessing whats wrong. Rings look pretty good still, but I might do as Craig said and replace the middle, I'm in it 90% of the time anyways.

$49.98 for the PG990 at Price Point.
The 970 is $34.98

mike drop by my place and we can take a look, if its just 1700 miles on cassette, and new chain, new deraliuer then id say its either cable or just adjustmentment, or it could be cassette if you didn't maintain it. but yah give me a ring shouldn't take that long to fix. im 80% its cable if you havn't replaced it yet. but have to look, dont want you to spend money if its not needed.

Mike, for eliminating possibilities, try swapping out the rear wheel and cassette with known-good parts and retest. You're lucky that you can easily repeat the problem.
