That is a broken der hanger and a couple of pulleys.
It looks like the main pivot bolt broke and he hit the local hardware store and picked up a random bolt. Looks like it was a shoulder bolt that was way to long. His fix for that problem was to grab two pulleys and a piece of broken der hanger to space it out. ![]() ![]() The sholder bolt would be thew strongest and best fit . The only problem is it would be hard to find the correct length sholder. ![]() lonmhg |

Naw, it's a single pivot like a Bullit, Haro or Cannondale.
I can't see any functional purpose other than a bottle opener. The bolt doesn't seem to have any purpose other than to hold a dustcap on(in this case, widgets). The swingarm has pinchbolts to hold the pivot in place. So I don't buy it being an emergency fix.

It must be a new fandangled extra derailluer hanger and two extra derailluer jockey wheel holder for a last generation Trans Red color Santa Cruz Heckler. Other than the extra parts holder part, I see no other purpose........ Or am I looking at the wrong part of the picture?

It would be pointless if it's a bottle opener because the Santa Cruz bikes come with a bottle opener built in.
Small gripe: It used to be on the non-drive side, which made sense. You can actually open a bottle with it. On the new frames it's on the drive side where it is very difficult to get a bottle in there. I still use mine frequently though. ![]()
