Something I've done since I was in the Army is cutoff a pair of BDU pants just below the pocket, and wear regular biking spandexy shorts underneath. They are rugged and don't have a saggy crotch area. I'd suggest the summer weight ones since they are ripstop and lighter. You can pick up some of those at the surplus store for $20 or so.

The first rule of thumb in the rules of thumbs for shorts is that they can never be too tight.

So if you're a large normally, go small. They'll stretch eventually. Plus they'll keep your "boys" in one spot so you'll always no where NOT to land.

Please know there was sarcasm here somewhere.

I have the addidas trail baggy short they seem pretty good so far but run a tad small , I just got a pair of 07 fox mid rangers but have not rode in them but the inside legs are kinda big.
