My friend just rode from Montrose to San Diego, and back. He stopped by my restaurant in pasadena at 1:00am, which was mile 260. He said that when it came time to go through Pendelton, he just rode on the shoulder of the 5 freeway. Are there any other options?

As long as you have I.D. there is no problem riding thru Pendleton. They are very cool about it. It is legal to ride the freeway along this section, but even I get the heebee-Jeebee's when I'm on this section.

I read that you are supposed to take this route when going through Pendleton.

Nice, glad to see there are other options... although I might take the freeway just for the experience, haha. My buddy said you really start hauling ass as you catch a bit of the draft from the semi trucks that are blowing by.
