How about he just rides the Mt BIke he has since Know one has seen him on a ride in half a year at least

Goto a local shop. There are a few good ones that offer a good discount to STR members. Switchback and The Path sell road bikes and offer an STR discount.

once again if you guys want to come out to cal poly to pick me up i will go on the rides. I DONT have a car so i cant drive out to the rides. i will be ready for th fully looop thursday if you guys want to pick me up.

I don't think you'll do better than that component-wise on a new bike. The two things I would be looking to upgrade first would be the brakes and then maybe the wheelset, but it looks like a good start.

+1000 on the CX bike, on or off road fun as hell, more relaxed geometry for commuting, probably will have braze ons for a rack for school stuff. Still light and responsive. Standard 700c wheels but you will have the clearance to run wide or narrow tires depending on what you will be riding the most or a combo tire. .02 from me.
