I had a neighbor who did that. Some days she'd drive and some days the dog would more or less pull her on her bike.

If that is a Husky I almost get it. During the week its impossible to work them enough. The person in the car is probably half dead from exhaustion and this is the last resort.

She is probably related to my neighbor, she drives her car to the mailbox which is about 100ft. from her front door.

it is possible that he or she broke a leg and couldn't see their poor pooch go without its daily exercise...maybe a mountain biking accident perhaps...and maybe they live alone and have no one else to do the daily dog duties.
