This is technically backward. The more exposure you have, the stronger your immune system becomes. Your immune system is what causes the lesions, not the oak itself.

People with oily skin typically have a higher tolerance, initially. However, with more and more exposure, eventually the urushiol (oil from the leaves) soaks into the skin; then your immune system takes over.

I just got done with a bout. I crashed in the stuff. Typically, my shins, forearms are pretty tolerant, but I got it all over. A trip to the urgent care for a shot and 18 days of prednisone cleared it up pretty well. But it sucked.

They make some soap for washing when you think you have been exposed. Zenfal, or CortAid makes one as well. It is expensive stuff, but works wonders. I wash with it after almost every ride now.

Once when I went over the side at Chantry I was standing in a bunch of the stuff and didn't even know it, as there were no green leaves and it just appeared to be a bunch of deadfall. It was the evil weed. Considering that I was standing in the stuff for 5 minutes getting rescued and that I was slipping back down the hill everytime I took a step I think I got off pretty lucky. I did get the welts and the seepage, but it went away fairly quick, but it did leave some scarring.
