Probably personal preference. I've service bike cops bikes with clipless, pedals with power straps and regular platforms. I think most of them prefer either power straps or platforms to be able to jump off the bike into a sprint run.

Not that I've seen. I don't think uniform issue boots are spd compatible so don't go thinking you can get a running start cuz they have to unclip

I've never seen a clipped in bike cop. They're usually wearing Hi-Tech Boots or athletic shoes.

Most of the ones I've seen don't even look like they're cyclists. Seats aren't adjusted to the correct height, unsteady looking when riding, etc...

Then there's the comedy of some of the bicycle security guards...
