Your wifes excel program seems the closest. But see if she's adding the big cats legs or just using them to find out how many little cats there are.

My cat growning up had kittens when she was too young and all the kittens had toooo many toes...some had 6 ea up front and 5 ea in back and the vet said they(extra claws) would either just fall off or they'd be the best tree climbers in my neighborhood

a good way to figure it out is work backwards, but i'll save the explanation for that one. just figure out how many cats there are then multiply by 4 (legs), then add the girls

7 girls x 7 backpacks = 49 backpacks
49 backpacks x 7 big cats per backpack = 343 big cats
343 big cats x 7 small cats (seven small for every big) = 2401 small cats

total amount of cats = 2401 (little) + 343 (big) = 2744 total cats

2744 x 4 legs = 10976 legs

plus the girls, = 14 legs

= 10990
