Cheap heart rate monitors are never worth it. I bought two "Sports Instruments" ones from Performance a while back and one was fully non-functional right out of the box. The other lasted a week. Total crap. Should have spent more for a Polar, Sigma, etc.

It's true. Cheap HRM's make baby jesus cry. The cheaper non-coded one's like to stop working near power lines, other HRMS, strong winds, or just being looked at the wrong way.

However, if you must get a cheap one, I saw that same one at Costco for not much more.

Default HR Monitors

Don't know about Reebok. I have never had any problems over the years with Omron. Oregon Scientific failed.
