It's hit or miss locally since many areas handle water differently. Check with the park or area you want to ride to see if they will be opened.
Also just use your judgement. The best indicator is how your tires are reacting to the trail surface. If you have mud accumulating on your tires, or you are leaving a marked impression in the trail, call it off for the day.
The "leave no trace" philosophy is probably the best way to keep our sport in a good light with the land managers and the other groups.
If you a leaving deep tire marks on the trails....it's simply still too wet to ride.
However, the trails have been dry for so long, I have a feeling many of them will simply suck up the water like a sponge and will be good to ride in a very short period.
