Is it possible to change your username without starting up a new account? I'd like to change my name from jeb4 to jebfour (long story).

Is it possible to do this? Do I need to PM someone? If so, who?

No, once you have filed and received your name you are to report to Orange County Tattoo and have it tattoo'ed on your person. Failure to comply will result in a visit from the "Godfather", and it ain't going to be pretty.
