Saw this sign (a bunch of times) on the Fully loop this morning:

Went to the city's website. Here's what they're saying:

The Bicycle Element process will seek to find answers to the opportunities and the challenges facing the existing bikeway system in Fullerton. If you would like be part of finding these answers, we need your participation.

The goals of the Bicycle Element will be to how best meet needs and concerns of residents, harmonize bikeway and recreational trail systems and users, and gain eligibility for certain types of funding, increases chances for other types.

The information you provide, together with County, State, and Federal guidelines and standards and ongoing field investigation, will help identify areas for potential enhancement or improvement along existing bikeways throughout the City.
If you are interested in bikeways, recreational trails, bicyclist and pedestrian safety and education, we need your involvement. You can participate either by completing an on-line survey or by joining in a Bicycle Element workshop.

Me 8! Man I don't think people realize how important this thing is for Fullerton. Not only does it affect bicycle lanes, but the Loop as well since the city maintains it.
