The process you just defined is anodization (almost). In anodization, a current is passed through an electrolyte, usually an acid, and the aluminum is submerged into it, acting as the anode (positive, not negative).

Most powder coating is actually sprayed on like paint before baking. The object is grounded, and it's the particles that carry a negative charge. Olympic uses the spray method as well. Everybody I've ever talked to, including professionals, have said Olympic is the most experienced, highest quality, and most reasonable around. My $0.02.

Edit: It is worth noting that if you do go the powder coat route, make sure you tape off everything where measurements are critical, e.g. dropouts, headtube, seattube, bb shell, cable stops, etc.

Either tape it or tell them to tape it. If you tape it yourself they will have to remove the tape to apply there fiberglass tape that can withstand the heat of the ovens. And the tape runs about $15 for small roll if you're wondering. I used to work at a powder coating place up her in the high desert.

The do a ton of motorcycle frames and a decent amount of bicycle frames too (at least when I worked there).
