It's just a way to give the thread a "bump" (so to speak) to bring it back to the top page.

usually in the marketplace forum where you're trying to sell something and there's a lot of activity in that forum and you want it to be seen on the First Page since you post got bumped to the 2nd page due to the sheer volume of posting you go and "bump" it to get it back onto the first page again...cuz typically people dont go beyond the 1st page to read posts.

The Bump was a popular mating dance in the 70's but was fought against by the "Forces for Good in the Community".
